Abstract In response to the recent growth of pro se litigation, the authors conducted a study designed to gather information that would be useful to judges, court managers, and other justice policy makers. Based on surveys of judges and court managers, the report and guidebook include: a description of the areas of law in which the growth of pro se litigation has been observed; a summary of the legal and ethical issues that confront judges and court staff who deal with self-represented litigants; a recounting of judges' and court managers' attitudes toward and responses to self-represented litigants; a section describing pro se assistance programs adopted by courts across the country; and a set of policy recommendations, to be used as a starting point for a national dialogue and local policy development.
